In a nutshell it is an adjustment, as opposed to a new piece of technology. It is designed to make things more user-oriented, and makes information from everyday people easier. As opposed to having the encyclopaedia Britannica as the default information source, it has made that into Wikipedia. Blogs are now a tab as soon as you open the internet. Those are some examples as to how the Web 2.0 is going to turn to making things user oriented. This was partially brought together because of bandwidth and overall web expansion. This has been discussed since 2004.
